TROY L. LITTLES

Chief Operating Officer

Troy L. Littles, a member of the Defense Intelligence Senior Executive Service, is the Chief Operating Officer of the Defense Counterintelligence and Security Agency (DCSA).

The agency uniquely blends critical technology protection, trusted personnel vetting, counterintelligence, and professional education and certification to advance and preserve America's strategic edge.

As the Chief Operating Officer, Mr. Littles exercises leadership by managing, directing, and coordinating day-to-day operations of the agency. He is responsible for interpreting and implementing higher level policies and regulations that directly shape and improve DCSA operations and customer interaction throughout the agency.  As an advisor to Director, Deputy Director and seniors and DCSA staff, he provides advice and assistance on a variety of matters which are typically complex, technical, sensitive, multifunctional and broad in scope and impact.  In close coordination with the Deputy Director, he develops short and long term plans for DCSA by establishing program objectives and identifying required resources in order to promote an efficient, economical and progressive organization.

He was named as the Chief of Staff for DCSA in November 2015, and prior to that, Mr. Littles served as the Executive Officer and Deputy Chief of Staff.  He functioned as the corporate change agent and principal advisor and consultant to the DCSA Director, Deputy Director and Chief of Staff. 

A decorated combat veteran, Mr. Littles had a distinguished military career, serving in a variety of progressively responsible leadership positions as an Army Military Intelligence and Information Operations Officer. Mr. Littles retired from the United States Army in 2009 after completing his tour with the North American Aerospace Defense Command/United States Northern Command. He is the recipient of numerous combat, Joint, NATO and Army awards and decorations, including the Defense Meritorious Service Medal and the Bronze Star.

Mr. Littles holds a Bachelor of Science degree from Longwood University and Master of Science degree from Kansas State University.
