DCSA releases FY25/26 investigative products and services rates

In September 2024, the Defense Counterintelligence and Security Agency (DCSA) announced its fiscal year 2025 (FY25) and 2026 (FY26) pricing for investigative products and services. The rates include the newly offered adjudicative services for DOD.  These services will move from the appropriated fund to the Agency’s working capital fund in FY25.
 
As announced last year, starting in FY26 DCSA will begin a multi-year plan to establish full-cost recovery prices for all products and services. After six years of maintaining or lowering rates to return cash to customers and reduce cash reserves, DCSA will increase rates for background investigation (BI) products for the first time since FY18. Rates in FY24 marked an 18 percent price reduction. With the pivot to full-cost recovery, DCSA will increase FY26 prices on BI products by 10 percent and continuous vetting services by 3 percent over FY25 rates.
 
Although DCSA is still assessing future pricing, the planned multi-year full cost recovery price setting will continue during FY27. Customers should prepare their budgets assuming there will be a similar price increase in FY27. 
 
Projected pricing for FY26 and FY27 will not include any costs associated with NBIS development.  The Department of Defense is committed to funding NBIS development and will not pass those costs on to our customers.
 
DCSA is further committed to responsible execution and oversight of its working capital fund and delivering the best value to its customers.
