Reconsideration requests submitted to the DoD Consolidated Adjudications Facility (CAF) are sent via the Defense Information Security System (DISS) using a Customer Service Request (CSR). Only current security eligibility determinations that reflect “Denied” or “Revoked” are eligible for reconsideration. Eligibility determinations indicating “No Determination Made,” “Loss of Jurisdiction,” or “Withdrawn” are recertification requests.
To ensure reconsideration requests are processed in a timely manner, please submit all required elements. In accordance with DoD Manual 5200.02 (Procedures for the DoD Personnel Security
Program, April 3, 2017), the reconsideration request must meet these criteria.
1) The denial or revocation is at least one year old.
2) The request includes supporting statements from the DoD component.
3) The request includes evidence documenting the resolution of issues related to the denial or revocation.
NOTE: The process for industry personnel (known as “reapplication”) differs from the above. Details about how to submit a reapplication for industry personnel is available in DoD Directive 5220.6 (January 2, 1992). You’re encouraged to submit DISS CSRs specific to the action you are seeking (e.g., CSR for Reconsideration instead of a CSR for Upgrade or other action). Proper submission aids assigning
