Starting May 14, 2025, users of the National Background Investigation Services (NBIS) and the NBIS electronic application (eApp) will experience a new, multi-factor authentication process. To align under the Department of Defense Zero Trust, the agency is transitioning to the DCSA Information Systems Agency Identity, Credential, and Access Management (D-ICAM) authentication system.
The new process will be enabled at 12:01 a.m. EDT on May 14, and the eApp system will not be available for new logins until 6 a.m. EDT. Those applicants already logged in will not be affected for the duration of their session. NBIS Agency users will be cleared to allow for upgrade of the system.
New applicants -- eApp users logging in to complete their standard forms will use an authentication application to access the system. Users will receive an invitation email from Okta (noreply@okta.mil) to set up a password. Get more details about the new process in the “

Existing applicants – eApp existing applicants will be prompted to change their password upon login after May 14. After changing your password, please follow the steps below:
- Choose Authentication Method: Click 'Continue' to set up your preferred method for receiving one-time passcodes (OTPs). You'll use these OTPs to verify your identity each time you log in. While email is an option, we highly recommend using an authenticator app for improved security.
- Launch eApp: After entering the portal, select the 'eApp' tile to launch the application.
- Verify Identity: For security purposes, the first time you use eApp, you'll be asked to verify your identity with your Social Security number (SSN) and Date of Birth (DOB).
NBIS Agency Users with CAC/PIV: The system has a new look and feel, but your CAC/PIV login will continue to work without any changes. You'll still access the system seamlessly as before.
NBIS Agency users with PKI access: The system has a new look and feel, but accessing it remains easy. Your existing External Certificate Authority (ECA) certificate, which is used for login, will be automatically transferred to the new system. No additional steps are required – your login will continue to work seamlessly.
This multi-factor authentication process update is designed to strengthen the system’s security posture and enhance public trust in DCSA’s ability to protect the nation's sensitive information. By aligning with industry-leading multi-factor authentication methods, the agency is taking proactive steps to ensure the continued security and integrity of its systems and users’ sensitive information.
