Notice to Industry and Government Stakeholders

Defense Counterintelligence and Security Agency (DCSA) activities are funded both by a Working Capital Fund (WCF) and by annual appropriations.  The current funding authority for those DCSA operations funded directly by appropriated funds may lapse after Sept. 30, 2025.  With certain limited exceptions, DCSA may not incur new obligations when the funding source for the obligation is an appropriation that has lapsed (i.e., no longer available for new obligations).  After operating appropriations have lapsed for new obligations, DCSA may only incur costs in advance of an appropriation for those activities that have been designated as “excepted.”  

DCSA activities funded by the WCF will continue uninterrupted until unencumbered WCF budget authority (unfilled orders, cash…) is exhausted.   

Activities that DCSA plans to continue in the absence of appropriations include: 

  • Agency Support Helpline, System Liaison 

  • Development of and support to the National Background Investigation Services 

  • Customer Engagement Team (CET) 

  • Background investigations and Continuous Vetting  

DCSA general fund activities that will be halted or severely degraded in the absence of appropriations include: 

  • Processing National Industrial Security Program (NISP) facility clearances   

  • Cybersecurity visits and assessments  

  • Conducting previously scheduled NISP facility visits and security reviews   

  • Industry Background Investigations and Interim determinations submitted after September 30, 2025.

    • Industry may continue to submit investigations and fingerprints as normal. Requests will be processed in the order received once the government shutdown concludes and appropriations are approved. 

In accordance with U.S. international obligations under bilateral agreements, the DCSA International Security Office will still process, coordinate and approve transportation plans and hand carry plans and emergency visits supporting those efforts. NISP contractors that experience a serious security event or emergency in their facility, or experience a serious personnel or facility security clearance issue during a period when DCSA operations have been reduced due to a lapse of appropriations, should contact the appropriate office below for assistance during normal duty hours.
