Effective Nov. 3, 2025, DCSA will begin processing personnel security investigations and facility clearances for those contractors supporting excepted activities as detailed in Department of War (DoW) guidance. Instructions on how to identify these activities and the process DCSA will follow were provided to facility security officers and the National Industrial Security Program Policy Advisory Committee via the National Industrial Security System (NISS). DCSA is working to disseminate instructions to the wider acquisition community in the coming days.

October 1, 2025 (originally posted): As a result of the lapse in appropriations, Personnel Security Management Office for Industry (PSMO-I) does not have the capability to approve authorization and release/submit investigation requests to be scheduled until a budget or continuing resolution (CR) is passed.
This impact will cause a delay in processing new investigations and making Interim determinations, once operations under a CR or budget resolution resume.
All other functions of PSMO-I will continue. Industry may continue to submit investigations and fingerprints as normal. PSMO-I will process these requests in the order they were received once the government shutdown concludes and appropriations are approved.
Industry investigations pending before the government shutdown will continue.
