DCSA has committed to transparency regarding the ongoing support issues surrounding the multi-factor authentication (MFA) login issues with NBIS and eApp. Check back here often for updates and new resources.
Information for Applicants
New applicants -- eApp users logging in to complete their standard forms will use an authentication application to access the system. Users will receive an invitation email from Okta (noreply@okta.mil) to set up a password. Get more details about the new process:
Key Information for Accessing Your eAPP Application:
- Use Your Provided Username and Password: Applicants for a background check with eAPP must use the username and password provided in their welcome email. This is the only way to access your application.
- PIV/CAC Login is Not Supported: Please be aware that Personal Identity Verification (PIV) or Common Access Card (CAC) login will not provide access to your eAPP application. Using these methods will result in an error.
What to Do If You've Forgotten Your Password:
If you've lost or forgotten your password, resetting it is simple:
- Go to the main eAPP login page.
- Enter your username in the designated field.
- Follow the prompts to reset your password. A password reset link will be sent to the email address associated with your account.
Existing applicants – eApp existing applicants will be prompted to change their password upon login after May 14. After changing your password, please follow the steps below:
- Choose Authentication Method: Click 'Continue' to set up your preferred method for receiving one-time passcodes (OTPs). You'll use these OTPs to verify your identity each time you log in. While email is an option, we highly recommend using an authenticator app for improved security.
- Launch eApp: After entering the portal, select the 'eApp' tile to launch the application.
- Verify Identity: For security purposes, the first time you use eApp, you'll be asked to verify your identity with your Social Security number (SSN) and Date of Birth (DOB).
NBIS Agency Users with CAC/PIV: The system has a new look and feel, but your CAC/PIV login will continue to work. If you have any issues, please reach out to the help desk: 878-274-1344 or at:

NBIS Agency users with PKI access: Your existing External Certificate Authority (ECA) certificate, which is used for login, will be automatically transferred to the new system. Multi-Factor Authentications update June 6, 2025
The Defense Counterintelligence and Security Agency (DCSA) help desk continues to experience a high volume of calls related to the multifactor authentication (MFA) process for the National Background Investigation Services (NBIS) program and its two interfaces — the electronic application (eApp) and NBIS Agency.
DCSA has surged resources to support the help desk team and authorized additional overtime to ensure calls and emails are responded to as quickly as possible, as well work to reduce the email backlog.

Multi-Factor Authentications update for May 27, 2025
DCSA rolled out a new multifactor authentication (MFA) process for the National Background Investigation Services (NBIS) program and its two interfaces on May 14 — the electronic application (eApp) and NBIS Agency. This action was required to strengthen the cybersecurity posture of the NBIS program, align under Department of Defense (DoD) Zero Trust and meet the requirement of the DoD Risk Management Framework.
After the MFA deployment, eApp and NBIS Agency have been operational, but login issues for customers persist and are ongoing. Some customers and industry partners continue to face accessibility issues in NBIS Agency, while applicants are having challenges setting up their password and profile in eApp.

New authentication solution creates issues for users (May 15, 2025)
On May 14 DCSA introduced a new cybersecurity multi-factor authentication solution to strengthen the Agency’s security posture for the National Background Investigation Services (NBIS).
