DCSA Assessment and Authorization Process Manual (DAAPM) Version 2.1 released

The National Industrial Security Program (NISP) Authorization Office (NAO) has released the DCSA Assessment and Authorization Process Manual (DAAPM) Version 2.1. The updated manual includes revisions to better assist Industry in the implementation of the Risk Management Framework (RMF). DAAPM Version 2.1 becomes effective on March 9, 2020 and supersedes all previous versions. Industry Fingerprint Submission update
Feb. 19, 2020 - DCSA previously posted guidance on using the new ALC code of "97008801" for all industry fingerprint submissions. Effective March 1, 2020, the Secure Web Fingerprint Transmission (SWFT) will no longer accept fingerprint submissions with the legacy IPAC/OPAC code of "DSS-IND." Any fingerprint submissions received after March 1, 2020, with the DSS-IND code will be rejected in SWFT and will need to be resubmitted with the new ALC code. Any questions should be referred to the Vetting Risk Operations Center at dcsa.ncr.dcsadvd.mbx.askvroc@mail.mil.

eMASS Authorized Service Interruption scheduled
Feb. 11, 2020 - An Authorized Service Interruption (ASI) for the Enterprise Mission Assurance Support Service (eMASS) has been scheduled for Saturday, February 15, 2020, from 9 a.m.-3 p.m., Eastern Standard Time (EST). All instances, including the National Industrial Security Program (NISP) eMASS, will be inaccessible and any data and/or information entered will not be saved during the ASI. Industry Personnel Security Investigations Data Collection will open on March 9, 2020
Feb. 10, 2020 - The Defense Counterintelligence and Security Agency (DCSA) is responsible for projecting Personnel Security Investigations (PSI) requirements each year. The data collection for PSI projection requirements will be open from March 9, 2020, to April 3, 2020, through the National Industrial Security System (NISS) Submission Site. Annual projections acquired from Industry through this collection are the key component in Department of Defense program planning and budgeting for NISP security clearances. Industry fingerprint submissions, IPAC/OPAC to ALC code
Feb. 6, 2020 - DCSA began using the IntraGovernmental Payment and Collection (IPAC) transaction process for monthly invoices and collection process for all customers. Effective February 1, 2020, the IPAC/OPAC code of "DSS-IND" has changed to the ALC code of "97008801". This code must be used for all industry fingerprint submissions with your appropriate vendor. Reconfiguring the CRI (SON/SOI/ALC) varies depending on the manufacturer of the local device and/or the accompanying biometrics software for fingerprint capture. Please work with your fingerprint vendor to make the necessary changes in the local software application or the vendor's enterprise application. Fingerprint submissions not transferring to JPAS
Jan. 29, 2020 - When submitting fingerprints, Facility Security Officers should ensure the information input matches the PII information found in JPAS. When there's a discrepancy between the information and the fingerprint, the results don't properly transfer into JPAS. In the event an issue occurs with the transmission of fingerprint results into JPAS, please do not resubmit the subject's fingerprints or contact DMDC/DCSA FTS Team. Instead, contact the VROC Knowledge Center at 888-282-7682, Option 1 to request changes be made to subject's PII to include name changes, social security number changes, etc.
