The Defense Counterintelligence and Security Agency will serve as the primary Federal entity for conducting government-wide background investigations for the Federal Government.

Congress enacted the National Defense Authorization Act for Fiscal Year 2018, which, at section 925, conferred upon the Department of Defense the authority to conduct background investigations for its own personnel.

The President of the United States issued Executive Order 13869, on April 24, 2019, amending Executive Order 13467 and other executive orders and directs actions to shift primary responsibility for conducting background investigations government-wide from the Office of Personnel Management’s (OPM) National Background Investigations Bureau to the Defense Counterintelligence and Security Agency (DCSA) at the Department of Defense.

As a result of Executive Order 13467, all Freedom of Information Act (FOIA) and Privacy Act requests can be mailed directly to DCSA. However, for specific investigative and/or adjudicative records please see instructions below for the following IT systems:


Joint Personnel Adjudication System (JPAS)

Defense Central Index of Investigations (DCII)

Secure Web Fingerprint Transmission (SWFT)

Investigative Records Repository (IRR)


For records in JPAS, DCII, SWFT, and the IRR you may print and complete the PDF Privacy Act request below. (Privacy Act Request Form) Use of this document is optional, but recommended. You may use any written format for submitting a Privacy Act request as long as it contains a description of the information you are requesting. All completed forms should be submitted via fax, mail, or email. If submitting via email, you must ensure that the security system uses adequate encryption for transmitting sensitive data.
