NBIS Shared Services is intended to assist agencies and ISPs in understanding the personnel vetting shared services that will support Trust Workforce 2.0 requirements. NBIS meets customers IT Shared Services needs through our suite of products. These core components of the NBIS suite of systems consists of capabilities which aid in the management, processing, and execution of Adjudication, Continuous Vetting, Individual Engagement Portal, eApplication, Position Designation Tool, Low-Side Repository, Biometric Channeling and Investigative Management activities for agencies.
Adjudication
Provides case management and reporting for adjudication of background investigations, incidents, and alerts; as well as component adjudication and appeals.
Continuous Vetting
Provides centralized access to standard data sources on an ongoing basis as required by the standards set forth by Trusted Workforce 2.0.
Individual Engagement Platform
Provides a suite of capabilities that support collection of personnel vetting data from individuals (e.g., self-reported information), customer service-focused functionalities and facilitates interactions between the Government and individuals subject to personnel vetting.
eApplication
Provides a collection point for the investigative Standard Forms (SFs) or Personnel Vetting Questionnaire (PVQ) and interact bi-directionally with the individual.
Position Designation Tool
Suite of capabilities to evaluate the level of position risk.
Low Side Repository
Suite of capabilities to provide a government-wide personnel vetting record/data repository, on the unclassified domain, to verify suitability, credentialing, and security clearance eligibility, view adjudication decisions, view investigations and continuous vetting status as well as conduct post-appointment individual (i.e., historically referred to as “subject”) management services, and view exceptions to personnel vetting standards.
For Investigative Service Providers (ISPs), this includes the capability to report the status of their investigations and the adjudication of those investigations through an automated interface.
Biometric Collection
Suite of capabilities to collect biometrics information (fingerprints), both as part of GSA’s USAccess customers as part of their PIV Card Service, and forward collected biometrics to ISPs for use in background investigations and FBI Rap Back enrollment to reduce the need for multiple biometric collections (e.g., separate collections for personnel vetting and PIV card issuance).
*Note: The capability to forward collected biometrics to DCSA is an existing capability within GSA’s PIV Card Service. The intention of describing it here is to make USAccess agencies aware of this capability.
Investigative Management
Provides data to determine an individual’s fitness, suitability, and eligibility for government service, employment or access to a federally controlled facility, systems or information.
