About the PEO

The DCSA PEO oversees a portfolio of enterprise-wide information technology (IT) programs that unilaterally employ best practice methodologies for the development and delivery of innovative IT solutions, advancing DCSA’s broad-spectrum National Security capabilities to better serve the DoD, the U.S. Government and cleared industry.
 
PEO baseline of services are built upon the following principles:

Cloud-Based Architecture

Increases cyber security posture, provides scalability, interoperability, and system-to-system information sharing.

Data Pipeline

Cloud-based architecture for ingesting and storing large datasets, building analytics, and distributing data for visualization.

Combines engineering with data science to integrate touchpoints & business workflows for the delivery of results to internal/external customers.

Our Programs

Background Investigations Enterprise Systems (BIES)

BIES manages the operations, security and maintenance of the OPM IT system providing security clearance background investigations. DCSA completed transfer and assumed full operational control of these systems in October 2020. OPM provides limited IT services as defined in an Interagency Agreement (IAA) services agreement to ensure continued operations of the BIES system until NBIS is fully deployed. DCSA continues to harden and improve security of BIES. Learn more about the systems we support:

Biometrics (BIO)

Mission

Enable the trustworthiness of the United States Government’s workforce through the central collection and processing of subject-provided biometric indicators and provide high-quality, timely, and relevant data to customer agencies.

Deliver the best technology to advance national security and intelligence through system-to-system information sharing, shared services, and delivery of value to customers.

Components

The Biometrics and Identity program develops and maintains identity services required by the DCSA mission systems. The program is evolving in alignment with biometrics and identity management in DoD and industry innovations. The program is comprised of:

Fingerprint Transaction System (FTS)

FTS provides federal agencies the ability to submit both electronic and hard-card fingerprints to the Defense Counterintelligence & Security Agency (DCSA) and interfaces directly with the Criminal Justice Information Services (CJIS) Division of the Federal Bureau of Investigations (FBI) to obtain criminal record results which are then shared with customer agencies for use in the adjudicative process.

Secure Web Fingerprint Transmission (SWFT)

SWFT enables cleared industry users to submit electronic fingerprints and relevant demographic information to DCSA’s FTS.

DITMAC System of Systems (DSoS)

The DSoS Program Manager oversees The DITMAC System of Systems (DSoS), which provides enterprise level capability for managing and analyzing insider threat information

Mission

Support DoD Components, Specialized Missions, and the Intelligence Community (IC) through the development, implementation, and sustainment of technologies that aid in the management, analysis, and mitigation of insider threat information in support of DoD Counter Insider Threat Program Strategic Plan, DoD Instruction 5205.83, "DoD Insider Threat Management and Analysis Center (DITMAC)," and the DoD Insider Threat Program Implementation Plan.

Current DSoS Services

  • Serves as the primary tool for capturing, consolidating, storing, analyzing, and managing insider threat data and reporting to the DITMAC.

  • Currently supports 54 Insider Threat Hubs and Programs (43 DoD and 11 civilian) on both SIPR band JWICS domains.

System for Insider Threat (SITH) Prototype Project

The purpose of the SITH project is to develop a prototype to track and manage insider threats that exist on the Non-Classified Internet Protocol (IP) Router Network (NIPRNet) to allow hubs to ingest, triage, manage, and escalate incidents as they are identified. The SITH minimum viable product (MVP) provides initial capabilities that include: Enterprise Case Management; Continuous Vetting/Continuous Evaluation (CV/CE) Alert Ingestion; Sharing Closed Cases; Basic Reporting; and Role-Based Dashboards.

Enterprise Service Delivery

The Enterprise Service Delivery (ESD) Program Management Office (PMO) provides oversight, through implementation and governance, of DCSA back-office technology management and automation projects. The ESD PMO ensures best practices are followed and business processes are standardized for each workplace optimization effort. ESD Initiatives result in the following:

  • Increased transparency of work performance through Metrics and Dashboards

  • Reduced manual processes through integrated, automated workflows

  • Standardized data across the Enterprise via single-entry submission

National Background Investigative Services (NBIS)

The National Background Investigation Services (NBIS) is the federal government’s one-stop-shop IT system for end-to-end personnel vetting — from initiation and application to background investigation, adjudication, and continuous vetting. NBIS is one consolidated system designed to deliver robust data protection, enhance customer experience, and better integrate data across the enterprise.

National Industrial Security System (NISS)

The NISS Program Management Office supports the Industrial Security (IS) mission to ensure IS mission owners receive secure technology capabilities through scalable and sustainable application systems and services.

Mission

To support the IS mission through rapid procurement and delivery of cost-effective IT solutions and acquisition service-based capabilities to DCSA mission owners, DoD, and industry stakeholders through secured, scalable and sustainable application systems and services. Learn about the NISS system.

Robotics Process Automation (RPA)

Definition

Robotic process automation (RPA) is a software technology that provides low cost easy to build and manage automations that emulates human actions interacting with IT systems and software. These software robots and solutions can do things like understand what’s on a screen, complete the right keystrokes, navigate systems, identify and extract data, and perform a wide range of defined actions within a business process.

Mission

The Robotics Process Automation program provides short and long term agile robotic process automations and custom business solutions capability and oversight to support efficiencies for DCSA through automation.

Use Cases

RPAs and Custom Solutions has the potential to be used in nearly every aspect of DCSA operations from Human Resources to IT Services, to insider threat. Currently DCSA currently uses these automations to gain over an estimated 700,000 hours annually in efficiencies in effort, improved quality, and flexibility for automation in Background Investigations operations, Financial Management, and Field Operations across the US.

Security and Education Training Systems (SETS)

Mission

Provides lifecycle program management services for all systemcapabilities required to fully enable DCSA's mission of providing security education & training to government workforces.

Vision

DCSA with a fully operational data centric information technology solutions that fully enables DCSA learners, educators and administrators where independently developed training can be hosted and accessed to provide the security education and training to government workforces.

  • Learner Management: Capabilities that facilitate DCSA’s completion of: Student Administration, Course Administration, Enrollment, & Reporting.

  • Content Management: Capabilities that facilitate and integrate the Authoring or Creation, Publishing,Storing, and Searching libraries of curriculum artifacts for use within one of more channels toincludevirtual AND physical environments.

  • Content Delivery: Capabilities that facilitate gettingstandard curriculum artifacts to the learner directly or indirectly.

  • Classroom Collaboration:Capabilities that promote and encourage collaboration among different learning participants, including students and instructors. These capabilities may be used as a support to a physical in-person experience or to establish a virtual learning environment (VLE) that facilitates synchronous or asynchronous learning.

Assistant Program Executive Officer Acquisition and Resources (A&R) Office (APEO A&R)

The Assistant Program Executive Officer Acquisition and Resources (A&R) Office provides leadership and guidance with DoD Acquisition, contracts, budget and financial, and business and analytics management to the PEO and Programs.

Mission

Enable the development, production, procurement, and delivery of resilient mission and business information technology systems to meet the needs of DCSA and its mission partners by providing the PEO with quality staff management, oversight and expertise in acquisition, program, contract, financial and resource management.

A&R Competencies and Functions

  • Strategic level acquisition management, resource planning, financial management and budget execution and analytics support for the portfolio of PEO Programs.

  • Provide subject matter expertise, guidance, senior level engagement to support PEO and DCSA Mission.

  • Support Program Managers (PMs) by providing consistent frameworks, templates, best practices, and PEO oversight throughout the DOD Acquisition process.

  • Lead Program, Planning, Budget, and Execution (PPB&E) related activities, including Program Objective Memorandum (POM) development and Budget Estimate Submission (BES) for the PEO and programs.

  • Provide support for the sustainment of the Acquisition Budget Management (ABM) Tool and engage with external stakeholders to establish integration between ABM and their respective tools to track the full lifecycle of budget data.

Technical Director

The Technical Director provides technical and engineering management and support to the PEO; responsibilities include lifecycle development and deployment of innovative and enterprise capabilities.

Mission

Enable development of state-of-the-art mission systems; and to seek emerging innovative technical solutions to DCSA’s mission challenges, while ensuring secure and consistent technical standards and capabilities.

Technical Director Portfolio

  • Artificial Intelligence and Data Science - provides DCSA with Innovative Technologies that advance the agency’s capabilities to detect, deter, and mitigate risks.

  • Automation and Digitization - Process and product improvement through the development of automation to replace or build efficiencies in manual user interactions.

  • Enterprise Architecture & Engineering - create an enterprise systems architecture and establish engineering standards within the PEO.
